- The standard appeal period under the Administrative Procedure Code (APC) is 14 days from receipt of the written administrative act, unless a special law sets a different period. For silent refusals (where the authority fails to act within the statutory deadline), the challenge period is 1 month. Missing the appeal deadline is typically fatal to the claim — extensions require proof of force majeure.
