The EU Blue Card is a special residence and work permit designed for non-EU nationals with high qualifications. In Bulgaria the regime is governed by the Law on Foreigners in the Republic of Bulgaria and issued by the Migration Directorate. It combines a legal status with full labour-market access on favourable terms compared with the standard single permit.
Who may apply
A non-EU national may apply for an EU Blue Card if they:
- hold a higher education diploma (at least three years of study) or can demonstrate five years of professional experience at a comparable level;
- have a concluded employment contract or a firm job offer in Bulgaria for a period of no less than one year;
- will receive gross remuneration exceeding a statutory threshold — typically 1.5 times the national average gross salary;
- hold valid health insurance covering the entire period of residence.
Procedure
The process usually starts with a type D visa obtained at a Bulgarian consulate in the country of origin. After entry into Bulgaria, the Blue Card application is submitted to the Migration Directorate. The card is issued for a minimum of 24 months; where the contract is shorter, it is issued for the contract term plus three months, but no longer than five years, with the possibility of renewal.
Advantages over the standard single permit
- Easier labour-market access — after 12 months of lawful residence in Bulgaria the holder may change employer by notification to the Migration Directorate, without a new procedure;
- EU mobility — after 12 months it is possible to move to another Member State under facilitated conditions;
- Family reunification — family members receive a residence permit and the right to work without a separate permit;
- Shorter path to long-term status — in some scenarios the five-year period may include residence in different Member States.
Limitations
The Blue Card does not apply to persons seeking international protection, seasonal workers or those posted by a non-EU employer. For the first 12 months, a new application is required before changing employer.
