Bulgaria is establishing itself as an increasingly attractive destination for foreign nationals, investors and entrepreneurs seeking a stable environment for living and business development in Europe. As a member state of the European Union and part of the Schengen Area, Bulgaria offers a number of advantages, including free travel throughout much of Europe without border checks, access to the single European market and a favourable business environment.
The country is also distinguished by exceptionally low tax rates, a relatively low cost of living, well-developed infrastructure and a strategic location between Europe, the Middle East and Asia. All of this makes Bulgaria an attractive choice both for those who wish to settle long-term and for those seeking new business and investment opportunities.
This article reviews the main options for obtaining the right of residence in Bulgaria, the conditions for application and the advantages of each available regime.
Extended residence
Extended residence is granted for a period of up to one year, renewable annually. It is issued after obtaining a type D visa and submitting an application to the Migration Directorate. The law provides for numerous grounds, including:
- commercial activity resulting in the creation of at least 10 jobs;
- being a representative of a foreign company at the Bulgarian Chamber of Commerce and Industry (trade representation);
- having acquired the right to a pension under the legislation of the Republic of Bulgaria;
- acquisition of real estate with a value exceeding EUR 308,000;
- being a family member of a Bulgarian national;
- being a family member of a foreign national who has been granted an extended or permanent residence permit;
- being a digital nomad;
- being a student;
- having been admitted for medical treatment in Bulgaria.
Permanent residence
Permanent residence is open-ended and confers rights close to those of Bulgarian citizens. The holder may work and reside in Bulgaria, and 5 years after obtaining permanent residence, individuals may also apply for Bulgarian citizenship — i.e. it is the step that precedes naturalisation. The most commonly used routes to obtaining it are:
General ground — after five years of residence. A foreign national who has resided lawfully and continuously in Bulgaria for five years may apply for permanent residence.
Investment grounds — directly. The law also provides for direct acquisition of permanent status, without prior extended residence, on the basis of an investment in:
- units in Bulgarian collective investment schemes licensed by the Financial Supervision Commission, with a value not lower than BGN 1,000,000;
- units in alternative investment funds managed in Bulgaria and licensed or registered with the FSC, with a value not lower than BGN 1,000,000;
- shares or bonds of Bulgarian public companies traded on a regulated market, with a market value of at least BGN 2,000,000;
- the capital of a Bulgarian company for the implementation of a certified priority investment project, of at least BGN 2,000,000.
The path to citizenship
Permanent residence is the usual prerequisite for applying for Bulgarian citizenship by naturalisation. The law requires five years of continuous residence immediately before the application, except under facilitated grounds — Bulgarian origin, marriage to a Bulgarian national and investment.
