Bulgarian citizenship by naturalisation on the grounds of Bulgarian origin

Persons of Bulgarian origin — established through an ascendant relative — may acquire Bulgarian citizenship through a facilitated form of naturalisation. The procedure combines proof of the family link with an additional assessment of belonging by the competent authorities.

Who may apply

Under the Bulgarian Citizenship Act, a person who is not a Bulgarian citizen may acquire citizenship by naturalisation if they are of Bulgarian origin. "Bulgarian origin" is not the same as "Bulgarian citizen" — it refers to belonging to the ethnic Bulgarian community, which is established through at least one ascendant relative up to the third degree inclusive.

What the authorities additionally assess

In addition to documentary proof of origin, the Consultative Council at the Ministry of Justice also assesses:

  • command of the Bulgarian language;
  • self-identification as a person of Bulgarian origin;
  • fulfilment of at least one of the following additional criteria — membership of a Bulgarian community or minority abroad, origin from a place historically part of Bulgaria or the Bulgarian Exarchate, or a surname in line with the traditional Bulgarian family-name system.

Documents required

The procedure requires a detailed file including civil-status documents for the ascendant (birth certificates, historical records, other certificates), identity documents for the applicant, and supporting materials confirming the link and the belonging. The quality of this file is decisive.

Procedure and timing

The application may be filed in Bulgaria or through a Bulgarian diplomatic mission abroad. The procedure takes nine to twelve months from filing the application with the Ministry of Justice.

Why professional handling matters

Case law on the notion of "Bulgarian origin" is not fully settled. Different formations apply additional substantive criteria regarding the original holder of the right. The quality of the file and the reasoning at filing directly influence the outcome.
